Part of the 2017 DBA & Caruth Institute for Children’s Rights Education Symposium: Improving the Lives of Children through Advocacy. Studies show that, on average, a foster child’s education suffers a four to six month set-back every time the child moves to a new school.  CPS, educators, CASA, foster parents, child placing agencies, guardians ad litem and attorneys ad litem should all take an active role in making sure the child has the best educational outcome at every step of their journey through the foster care system.  WE ARE NOT DOING ENOUGH AND WE CAN ALL DO MORE!!! Ms. Bell has been with Texas Lawyers for Children as a Program Attorney since 2016. Licensed with the Texas State Bar since 2005, Ms. Bell spent two years with local firms before changing career paths and joining Lewisville ISD for eight years, where she was named the LISD & Region XI Secondary Teacher of the Year in 2014. She received her undergraduate degree in English Literature from the University of North Texas in Denton and her law degree from SMU Dedman School of Law. Ms. Bell is an outspoken advocate for child welfare, and especially the needs of traumatized children in the state system.

Ms. Eaves' responsibilities as a Regional Education Specialist include advocating for the education needs of children in the Child Protective Services system. This includes consultation with caseworkers, attending school meetings, conducting trainings related to education advocacy, and collaborating with schools, Texas Education Agency, Education Service Centers, and other community stakeholders. Ms. Eaves has over 25 years of experience working in the human services field in both private and public agencies. This includes work within child welfare/child protective services in Oklahoma and Texas, as well as monitoring and investigation of licensed child care providers and residential child care providers.  Ms. Eaves holds a B.S. from Oklahoma State University and an MSW from University of Texas at Arlington.

Ms. Garrett has been with Wylie ISD since 2007, where she acts in her capacity as the Federal Programs and Special Services Coordinator. Ms. Garrett has her B.S. in Education, Speech, and Business Administration from Southwest Texas State University and an M.A. in Education from the University of Texas in Edinburg. She is certified in mid-management administration, elementary speech, elementary self-contained, language and/or learning disabled, secondary speech, and secondary business administration. Ms. Garrett is also an instructor-substitute with ACT Houston at Dallas, a program dedicated to providing quality preparation for caring, committed individuals whose goal is to enter the teaching profession and attain standard certification as a classroom educator. She has spent her entire career within the public education system in Texas working to foster young minds. Within her capacity as an elementary teacher, curriculum facilitator, principal, and senior educational specialist, she has succeeded in her educational advocacy efforts.

Ms. Rieken is an experienced litigator who has worked on both sides of the courtroom as both a prosecutor and a public defender, as well as serving as a part-time municipal judge for nine years. Although she is currently with the Dallas County Public Defender’s Office Child Welfare Division as an Assistant Public Defender, she started as an Assistant District Attorney with the Waller County Criminal District Attorney’s Office in Hempstead, Texas. She then accepted a position as an associate attorney in the employment law section of Matthews and Branscomb in San Antonio.  Ms. Rieken started her own firm in 2000 primarily practicing in criminal, juvenile, and family law, as well as CPS cases, prior to joining the DCPDO in 2012. She received her B.A. in Arts, Radio/Television/Film from the University of North Texas and her J.D. from the University of Houston.

Ms. Rowden has over 20 years of combined human services experience in both public and private agencies and has dedicated most of her career with Child Protective Services, where she has worked as a Conservatorship and Foster Care/Adoptions Specialist and currently as the Regional Education Specialist. She also serves on the Special Education, School Stability & Transition Subcommittees with the Permanent Judicial Commission for Children, Youth & Families.  Ms. Rowden holds a Master's degree in Social Work from the University of Texas in Arlington.
